ASCE Accepting Applications for 2025 Excellence in Journalism Award

The American Society of Civil Engineers (ASCE) has announced that applications are now open for the
2025 Excellence in Journalism Award. The application process will close on March 2, 2025.

Journalists play a key role in informing Americans about the role of civil engineers in shaping
communities and the importance of improving infrastructure in the United States. For more than 20 years,
ASCE has given the Excellence in Journalism Award to a journalist or producer who has enhanced the
public’s understanding of the role and impact civil engineers have in designing solutions for clean water,
transportation, the electric grid, ports, and other public works projects. News coverage of these topics can
also influence vital infrastructure legislation, licensing laws and building codes.

Through this annual national award, ASCE encourages continued coverage of civil engineering
and infrastructure issues as a means of engaging the public in vital topics impacting their community.

Applicants will be assessed based on the following criteria:
– Fairly cover all sides of an infrastructure issue or civil engineering project.
– Feature a new trend transforming an infrastructure sector or civil engineering process.
– Effectively explain how a project or infrastructure trend benefits the community or region.
– Advance public knowledge and understanding of the civil engineering profession and
infrastructure issues.

The ASCE will honor stories from general-interest, nontrade-related regional and national
newspapers, magazines, electronic/web-based news outlets, and broadcast stations (podcast, radio, and
television). The story must appear in the twelve-month period ending Oct. 1, 2024. If a story is coauthored
or coproduced, at least one of the reporters must be a full-time journalist.
Entries should be submitted via the required nomination and submission form, which can be
found at www.asce.org.

Healthy H2O Act introduced in U.S. House

Legislation joins similar bill in U.S. Senate
 
LISLE, Ill. – The Water Quality Association welcomes the introduction of the Healthy Drinking Water Affordability Act, also known as the Healthy H2O Act, in the U.S. House of Representatives. The bill, which has received bipartisan support, aims to improve drinking water in rural communities.
Reps. Chellie Pingree (D-ME) and David Rouzer (R-NC) co-sponsored the legislation, which authorizes a new grant program at the U.S. Department of Agriculture that would cover costs of water quality testing and the purchase, installation and maintenance of POU/POE water filtration products certified by an ANSI-accredited body. Funding would go directly to individuals, licensed child-care facilities, non-profits, and local governments.
“We applaud Representatives Pingree and Rouzer for introducing the Healthy H20 Act that will increase access to safer drinking water in rural communities,” said Pauli Undesser, Executive Director of the Water Quality Association. “This grant program will help Americans who are most vulnerable to contaminants in their water supply – children, the elderly, and households that rely on private wells. By increasing access to testing and water filtration, we can support the health and safety of these communities.”
This is a companion bill to S.4081, which was introduced earlier this year in the U.S. Senate by Senator Tammy Baldwin (D-WI). The House version of the bill will remain mostly identical; however, it expands eligible rural communities for this grant to those with up to 10,000 in population, an increase from the USDA regulation default of 2,500.
The Healthy H20 Act is the result of a longstanding effort by WQA’s Clean Water for All Taskforce, whose goal is to craft legislation that will help provide clean and safe drinking water to all Americans. In addition to WQA, more than 20 organizations now support the bill, including the National Ground Water Association, The Water Council, NSF International, IAPMO, the American Supply Association, the Water Systems Council, the Water Well Trust and the Groundwater Foundation.

EPA Announces Availability of up to $1.6 Million in Environmental Justice Grants for Tribal Public Participation Project

WASHINGTON (March 21, 2022) – The U.S. Environmental Protection Agency (EPA) has announced the availability of up to $1.6 million in American Rescue Plan (ARP)  funding to support Tribal government efforts to establish or modify programs on environmental justice water and air quality issues. Earlier this year, EPA announced spending plans for the $100 million in ARP funding appropriated by Congress in response to the COVID-19 pandemic and health outcome disparities, with $50 million being designated to improve ambient air quality monitoring, and $50 million designated to address disproportionate environmental or public health harms and risks in underserved communities. Congress made up to $1.6 million in ARP funding available to Tribes, recognizing the importance of supporting Tribal public engagement programs and related priorities that have been impacted by the COVID-19 pandemic. EPA anticipates awarding 16 to 20 grants nationwide in amounts of up to $100,000 per award.

“This funding opportunity will help ensure that our Tribal Nation partners and their communities are prioritized within EPA’s whole-of-government approach to address environmental challenges,” said JoAnn Chase, Director of the American Indian Environment Office. “This funding also serves as reaffirmation of EPA’s policy, and the Biden Administration’s priority, to advance and integrate environmental justice into all of our work, including our work with federally recognized Tribal governments and indigenous peoples.”

“Our partners in Tribal governments recognize that they, just like us, advance justice by starting with meaningful engagement,” said Matthew Tejada, Director of the Office of Environmental Justice. “We are excited to support their efforts to lift up the voices of the people most impacted by and vulnerable to pollution.”

EPA is committed to assisting federally recognized Tribes in building capacity to establish public participation, community involvement, education, and communication systems to engage with tribal members and others living on tribal lands, as noted in the EPA Policy on Environmental Justice for Working with Federally Recognized Tribes and Indigenous Peoples.  .

Projects stemming from this Tribal grant opportunity will help achieve the goals of President Biden’s Justice40 initiative, which aims to ensure that federal agencies deliver at least 40 percent of benefits from certain investments to underserved communities.

Applicants interested in this funding opportunity must submit grant proposal packages by May 19, 2022. Applicants should plan for projects to begin on October 1, 2022.
